The Science Directorate (SD) reviewed all forms used within Defra to capture information on research projects. It was decided to develop electronic versions of some of these forms using a mixture of PDF and Word formats so that these could be submitted via a public web site. Development used:

- IIS (Internet Information Server) 6.0
- Visual Studio .NET
- ASP.NET 1.1
- VB.NET
- HTML
- XML web services
Ambica developed pages for:
- Internet users to submit registration information.
- Maintenance of competition information.
- Maintenance of business unit information.
- Upload of forms either into the database or directly to a network drive.
- Viewing of competition documents within the database and transfer to a network drive.
- Display of a log of who viewed a competition document and when.
- Also registered and linked application to Government Gateway.
